The HttpStaticObjectsCollectionBase class is an abstract class that contains the same members as the HttpStaticObjectsCollection class. The HttpStaticObjectsCollectionBase class lets you create derived classes that are like the HttpStaticObjectsCollection class, but that you can customize and that work outside the ASP.NET pipeline.
