Partner Center software license key and download fulfillment notice

Note

Due to partner feedback, we are reinstating the Partner Center fulfillment capability to obtain software and license keys for perpetual and server subscription software orders. It will be restored to its previous state prior to being removed on January 19, 2021. For more information, see the March 2021 announcement.

Today partners can use either Partner Center or the Microsoft 365 Admin Center for software download and license key fulfillment for CSP software orders. As of January 19, 2021, the Partner Center software and license key fulfillment capability will be retired, and partners will point customers to use the Microsoft 365 Admin Center exclusively for this purpose. The Customer Software page within Partner Center will contain a “deep link” to the Microsoft 365 Admin Center where you can point customers to obtain the customer licenses and software downloads. This helps ensure the most secure and efficient experience for customers.

Software license keys and download links are valuable and highly sought-after intellectual property assets. If leaked, they can quickly be depleted of their activation limits and cause a negative customer and partner experience. Therefore, it is critical that partners use the most secure technology and best practices to help safeguard these valuable assets and protect their customers.

Microsoft 365 Admin Center

The Microsoft 365 Admin Center enhances the secure delivery of software purchased and allows customers to manage their subscriptions and self-serve at their convenience, improving the customer experience. It reduces risks associated with copying and sending license keys directly to the customer, as could be the case using Partner Center. As an additional security measure, all partner activities for accessing and delivering software keys and downloads are tracked in the Partner Center Activity Log. With this activity logging feature, partners can track internal user access to create orders, get keys and downloads, and have more control and reduce potential fraud risk.

Cloud Solution Provider (CSP) program evolution and Open License program changes: Journey to a better partner and customer experience

The Microsoft CSP program has grown exponentially, with more than 90,000 participating companies. It is our primary partner sales motion for small and mid-sized businesses, and for smaller corporate customers within the new commerce experience. Building on this momentum, we announced today that we are expanding opportunities for partners in the CSP program. Details are in our partner blog post.

Availability of new subscriptions transition tool between partners for Azure plan

Summary

Starting September 30, 2020, a new transition tool to automate the transfer of a customer’s Azure subscriptions between partners participating in the CSP program for the new commerce experience for Azure (Azure plan).

Expanding on the new commerce experience for Azure, the transition tool enhances the flexibility to manage Azure subscriptions and support customers’ evolving business needs with the following benefits:

  • Save time with easy to use tooling that automates Azure transitions
  • No disruption to Azure services during the transition of billing ownership

Key capabilities and considerations

  • Transition is driven by customer decision and occurs only when both partners take explicit action.
  • Transition is immediate with no customer downtime and impact to Azure services.
  • This tool experience on Partner Center will be available for direct bill partners and indirect providers. Resellers need to work with indirect providers to leverage this tool on their behalf.

Testing update: Partner Center API updates and user interface enhancements for the Education customer validation process

Partners selling Academic offers through the Cloud Solution Provider (CSP) program

Details

Microsoft runs on trust. We are committed to providing a compliant, safe, and secure method of customer validation for transacting Academic offers in the CSP program. As part of this commitment, we are introducing Partner Center API and user interface enhancements in the second quarter of the fiscal year 2021 (FY21 Q2) that will add clarity and visibility into the customer validation process. They will also provide the ability to input more accurate data, which will drive improved customer-validation success.

Partner Center enhancements

  • New GET and POST Qualifications APIs will support accurate data entry and improve the Education customer validation process by Microsoft.

  • User interface enhancements also will support accurate data entry and improve the Education customer validation process by Microsoft.

Testing

Partners will have the opportunity to test these enhancements starting in October 2020. We strongly encourage you to take this opportunity to gain a better understanding of the APIs and data entry required for successful customer validation. We’ll provide more details soon on the exact timing and how to participate. The existing Partner Center APIs will be retired before end of FY21 Q2. At that time, you must transition to using the new Partner Center APIs.

Testing update

Partner test dates are from October 2, 2020 through December 2, 2020. Partners who want to participate should review the Partner Center Education customer testing guide for how to get ready, how to sign up, and what to expect during the test phase.

Library and Museum customers

In addition to the enhancements described previously, we are excited to announce that in FY21 Q2 we will enable Academic-priced offers for Library and Museum customers, expanding the Education customers you can transact CSP offers with.

Update - CSP O365 usage APIs and CSP License usage reports

Summary

Updates will be made to the definitions of metrics exposed in the CSP O365 usage APIs, to help partners measure their O365 usage.

Details

This is an update to the Partner Center announcement made on September 17th, 2020. We are making updates to ensure the API updates are backward compatible to ensure that no integration changes are required to be made by you.

As announced earlier, effective September 30th, 2020, the CSP O365 usage metrics will go through an update.

With this change, the definitions of the metrics available through the following CSP license usage APIs will be updated:

  1. Licenses usage information API.

  2. Customer license usage information API.

  3. Partner license usage information API.

The updated definitions are listed below. As there are no changes in the API schema, no new integration will be required.

Upcoming Russian Federal Law VAT changes

Summary

VAT changes introduced by Russian Federal law #265-FZ will be implemented effective January 1, 2021.

Details

Russian Federal law #265-FZ dated July 31, 2020 modified subsec.26 of sec.2 of art.149 of the Russian Tax Code. In accordance with the changes, as of Jan 01, 2021 in Russia, granting of exclusive IP rights for software and electronic databases that are not included in the unified register of the Russian software and electronic databases, as well as the granting of the use rights for such software and databases (including updates and upgrades), as well as granting remote access to them via Internet, will no longer be VAT-exempt.

Please be informed that following the above changes, the VAT at the rate defined by applicable laws will be added by MIOL to all non-tangible Microsoft products in Russia.

Partner Center Insights – Your single reporting resource for understanding your business with Microsoft.

Summary

Partner Center Insights will soon replace the retiring MyInsights reporting tool. Partner Center Insights offers richer visuals, more insightful reporting capabilities, and KPIs covering customers, subscriptions, license usage, reseller performance, training, competencies, and benefits. Use these intelligent insights to clearly understand your business with Microsoft and make data-driven decisions with confidence. To get started, select Insights from the Partner Center left-hand navigation menu.

MyInsights will no longer be available after September 30, 2020.

What is Insights?

The Insights dashboard in Partner Center gives you a unified, 360-degree view of your partner organization’s key performance indicators (KPIs) across Cloud products such as Office 365, Azure, Dynamics 365, and licensing models such as Cloud Solution Provider (CSP) and Enterprise Agreement (EA). New capabilities are continuously being added, and all reports support Raw data export, enabling you to carry out ad-hoc data analysis based on your business needs. Two Partner Center reporting roles, Executive Report Viewer and Report Viewer, allow you to better manage access and usage of Insights within your organization.

SDK Release on .NET Standard (v1.16.2)

Announcing the general availability of Azure SQL Edge

Azure SQL Edge, which brings the most secure Microsoft SQL data engine to Internet of Things (IoT) gateways and edge devices, is now available.

Details

Today we are announcing availability of Azure SQL Edge, a real-time data engine optimized for IoT workloads. Built on the same engine the powers SQL Server and Azure SQL, this containerized solution provides the same industry-leading security, familiar developer experience, and tooling that many teams already know and trust. Azure SQL Edge will be available for Cloud Solution Providers (CSPs) to purchase on Thursday, September 24.

Azure SQL Edge is a small-footprint container that enables data streaming, storage, and analytics for real-time insight. Deploy on edge servers, gateways, and devices in connected, disconnected, or hybrid environments.

Azure SQL Edge has simplified pricing that is right-sized for IoT deployments, available as low as $60 per year per device for a 3-year commitment or at $10 per month, per device subscription.

Upcoming changes to CSP O365 usage APIs and CSP License usage reports on September 30 2020

Summary

Updates will be made to the CSP O365 usage APIs to help partners measure their O365 usage.

Details

Effective September 30 2020, the CSP O365 usage metrics will go through an update. We will be introducing new metrics, such as PAU (Paid available units) and MAU (monthly active users), which will help you measure your O365 usage.

With this change, the following CSP license usage APIs will be updated:

  1. Licenses usage information API.

  2. Customer license usage information API.

  3. Partner license usage information API.

We will also be introducing a new API that will provide the MAU (Monthly Active Users) per workload for each of the customers you manage.

Additionally, we will be updating the Customer Usage breakdown section in the CSP License Usage Analytics report. Starting September 30 2020, the report will be enhanced to reflect the Monthly Active Usages for Exchange, SharePoint, and Skype/Teams.

Indirect reseller Microsoft Partner Agreement (MPA) update. Action required for users of the MPA API and new MPA reporting

MPA implementation update

The second phase of Microsoft Partner Agreement (MPA) implementation for indirect resellers will take place over the next few months. If indirect resellers do not accept the MPA, their ability to continue to create new customers or place new orders (including renewals) for existing customers in the Cloud Solution Provider program will be disrupted.

Actions:

  • Use the updated API and Partner Center reporting referred to below to gain an understanding of the MPA acceptance status of your indirect resellers.
  • Engage with your indirect resellers who have not accepted the MPA and provide them with step-by-step guidance based on what stage they are at in the Cloud Solution Provider program enrollment experience.
  • Review the notifications that your indirect resellers will receive monthly, starting later in September.

Updated API

Changes to the existing API that enables indirect providers to verify the MPA acceptance status of their indirect resellers are planned for availability in November. Partners can apply for access to the updated API before November by following the actions below. Partners using this API should work with their IT team to test and implement the updates.

  • If you are an existing MPA API user and do not make the API updates, you will experience API failures on November 1, 2020.
  • In the updated API, if the MPA has not been accepted by the indirect reseller, the indirect provider will be presented with an error code and error message. Check the API documentation to view the "Learn More" links for each error code, which will provide guides for remediation that can be shared with your indirect resellers.

Actions:

MPA reporting in Partner Center

  1. Access the MPA report to view details of your indirect resellers with an account in Partner Center and their MPA acceptance status. To view the report, sign in to Partner Center and navigate to Analyze / Reseller Analytics in the left menu.

  2. Download the report by clicking on the download icon on the right-hand side.

  3. Open a blank Excel file and drag the downloaded ".tsv" file onto the Excel file.

Note: If your indirect reseller has at least one tenant that has accepted the MPA within the same region, no further action is required of them.


Self-service purchasing for Microsoft Project and Microsoft Visio now available

Last year we let you know that Microsoft is enabling individuals and teams to purchase select services directly. Now individuals worldwide can purchase subscriptions for the following Microsoft Project and Microsoft Visio products through self-service:

Note: Self-service purchase capabilities aren’t currently available in India, Brazil, Democratic Republic of Congo (DRC), or to customers who are eligible for Government or Education offers. Check the self-service purchase FAQ for full country availability and updates.

Partner benefits

You’ll be able to offer your services to individuals and teams without needing to go through a centralized IT procurement process to obtain required licenses. Your services can span Project and Visio, based on integration scenarios with Microsoft 365 and Power Platform. Customers can also try before they buy with Visio and Project trials, available now for Visio Plan 1 and Visio Plan 2, and Project Plan 1.

New SKUs to help customers harness the power of Project Cortex and Project Turing will be available to transact from October 1, 2020.

Details

We’re excited to announce the October 1, 2020 availability of new SKUs including Project Cortex (Intelligent Content Services) and Microsoft Search (including Microsoft Graph Connectors for Search) that will enable users to find and manage information more efficiently.

Intelligent Content Services

Intelligent Content Services uses advanced AI to automate the capture, tagging, and management of content. It builds on SharePoint for high-volume content processing, extracting metadata for process automation, and fine-grained security and compliance. Intelligent content services improve knowledge curation and discovery experiences by pushing more accurate and precise content into your knowledge network. New Intelligent Content Services SKUs will be available on the October 1 price list (and on the September 1 price list preview).

Note: Intelligent Content Services is a placeholder name for this product, which is likely to be rebranded after October 1, 2020.

Microsoft Graph connectors for Microsoft Search Microsoft Graph connectors enable customers to index items in external repositories for inclusion in Microsoft Search results.

From October 1, 2020:

  • Microsoft 365 E5 and Office 365 E5 will include the ability to index up to 500 items using Microsoft Graph connectors for Microsoft Search (not included with A5).
  • Any user with a suite or standalone license that includes a SharePoint or OneDrive plan will be able to see search results from Microsoft Graph connectors for Microsoft Search.
  • A new Extra Graph Connector Capacity SKU will be available for indexing up to 1 million additional items.

Enhanced Incentives support experience and ticket creation process

Enhancements have been added for Partner Incentives to improve your overall support experience through better self-help content discoverability and a streamlined ticket submission process that reduces back-and-forth data collection during the support process.

New capabilities

  • New search-based self-help experience is accessible within Partner Center and on Microsoft Partner Network for non-Partner Center accounts. The new experience includes new troubleshooting steps, FAQs, and links to relevant self-help articles as well as on the Microsoft Partner Network Support page.
  • Initiate a new support request directly in Partner Center. After viewing the available topic-specific help, if you still need assistance, you can only create a ticket directly from Partner Center.
  • New problem-scoping questions are available for every self-help topic. Completing these questions reduces much of the back-and-forth at the beginning of the support ticket by providing the agent with many of the important details up front.

Upcoming offers for Microsoft Dynamics 365 customers include the release of Microsoft Project Operations, and additional environments for Business Central.

Details

The following new offers will be available on October 1, 2020.

Project Operations

On October 1, 2020, Microsoft will release Dynamics 365 Project Operations offers and remove Dynamics 365 Project Service Automation (PSA) for the Cloud Solution Provider (CSP) program. New customers must purchase Dynamics 365 Project Operations.

For existing Dynamics 365 customers with PSA:

  • Continue to use Dynamics 365 PSA until October 1, 2020, or until the end of their most recent contract or renewal, whichever occurs first.
  • Dynamics 365 PSA will autorenew for one year until October 1, 2021 in CSP, allowing contracts to continue until October 1, 2022.
  • Dynamics 365 PSA licenses will automatically receive Project Operations as part of their current licenses by December 31, 2020.
  • At the end of Dynamics 365 PSA contracts, customers need to transition to Project Operations, which will have a zero user minimum PSA transition SKU.

On October 1, 2020, Microsoft is expanding Business Central Cloud offers into Brazil, Ireland, Lithuania, the Faroe Islands, and Greenland.

Office 365 Calling Plan will be available in new markets on October 1, 2020

Microsoft is excited to announce that Calling Plan will be available in the following new markets on October 1, 2020: Austria, Denmark, Italy, Portugal, Sweden, and Switzerland.

Details

Microsoft 365 Calling Plan will be available in the following new markets on October 1, 2020: Austria, Denmark, Italy, Portugal, Sweden, and Switzerland. The new geo availability will launch in Commercial, Worldwide Public Sector, Nonprofit, and Government Community Cloud via Enterprise Agreement (EA) or Enterprise Agreement Subscription (EAS), Enrollment for Education Solutions (EES), Web Direct, and CSP.

All Calling Plan features will be available for Microsoft’s Domestic and International Calling Plans, including the 120, 240, and 1,200 minutes per user per month (p/u/m) Domestic plans, and the International Plan with 1,200 domestic minutes p/u/m and 600 international minutes p/u/m.

Calling Plan is currently available in Belgium, Canada, France, Germany, Ireland, Netherlands, Puerto Rico (channel availability limited to EA and EES only), Spain, the United Kingdom, and the United States (third-party Calling Plan availability in Australia and Japan).
