Getting Error Code:0x8007045A when trying to Use Windows Photo Gallery

I am using Windows 8.1 on my desktop. My Windows Photo Gallery will not start because I need Microsoft SQL Server 2005 Compact Edition. When I go to the Download Center, it says : Error Code 0x8007045A when I try to open Windows Photo Gallery.

I have downloaded Microsoft SQL Server 2005 Compact Edition, but I am still getting the Error Code 0x8007045A message. How do I solve both these problems?

    Windows photo is not currently supported here on QnA. They're actively answering questions in dedicated forums here.
