Looks like the difference between posting a comment and posting an answer is not clear to some people

I've seen various occasions where people use comment to post an answer, or when people use answer to reply to an answer.
it appears that the current site UI doesn't make it clear to them which feature should be used when.

Agree - still can't understand what is the purpose of the "comment" - isn't the "Answer" alone enough??? It's especially inconvenient when someone answers your question by using the "Comment" option and you can't mark it as the Answer...

Exactly.
When this happens, the OP sometimes answers to himself to say that the problem is solved with the comment and mark his own answer =>
impossible to see immediately which is the right answer if there are a lot of comments...

The intent for comments is to clarify a question or a comment. They are supposed to be short and to the point, thus, they have a character limitation set.

This article explains this in detail.

It is our intent to keep comments in the platform although we agree we can make things more clear in the interface.
