Please Clarify the Date and Time for Posted Questions

I noticed for old posts it is like Nov 29 '19 at 8:00 PM and '19 means 2019 but it is confusing for users. It would be nice like to have complete date like Nov 29 , 2019 for better understanding and clarify.
