You can expect Microsoft Moderators on office hours in U.S., but for other days you'll need to wait until a volunteer moderator to login and check the "Moderation" items.

And volunteer moderators, as volunteer, will login when they have free time to do so, therefore AFAIK there are no performance metric on what would be expected response time on non-office hours. Say, since I just moved to another country and having a new job there, there's a lot to do and learn even after my work hours, so I do login here much much less frequently in recent months. And it's just reasonable to expect volunteers deal with their personal matters first, and devote time to help others in their free time.
