Outlook Mac: Users can only see attachments when they forward the email

I have 3 users that cannot see email attachments when they open a message. However, then they forward a message with attachments, they can see them in the forwarded message.

When viewing the list of messages in the inbox, they can see the paperclip symbol indicating there is an attachment for that email.

If they use OWA, they can see the attachments just fine. This only happens in Outlook.

This issue occurs no matter who sends them the attachment.

All are running the latest version of Outlook, 16.66.1.
