Windows 10 [ Data Migrations ] - USMT Found Reparse Point but Reparse Points are not allowed

Large company, laptop upgrades done locally over the network via USMT. On average, every 2 weeks, a laptop running the data backup processes, looks as though its frozen/stopped without any visual indicators that somethings wrong, no activity on the external HD backup drive, no movement on the progress indicators, and the capture log file, opened and displaying real-time activity (file copy) remains on [0cx080000] VERBOSEENUM: Found Reparse Point but Reparse Points are not allowed: \?C:\users\username\AppData\Local\History

If left alone, it can stay in this state for hours before continuing [what is it doing? and what causes this to happen?] from researching online, a reparse point is a system level "alias/shortcut" to something like a folder/location/path-

TO avoid running into this, is there something that can be done prior to running a laptop through a USMT migration (backup/restore] ?????

    Hello there,

    Microsoft states that;
    "If the reparse point points to a location that contains any compressed file format (multimedia files, .zip files, and so on), you receive this error message. To work around this problem, remove this reparse point from the library, and then run the backup wizard again. To back up content for this reparse point, select the absolute path of this location from the Windows Backup configuration user interface. "

    The way to fix the problem is to ensure that you’re able to clean up any of the folders that may be causing issues with “reparse points”.

    Microsoft gives 3 ways to resolve the problem:

    Reparse point directs to a volume that uses FAT as the file system
    Reparse point is a “mounted volume” that contains compressed files (EG zip files etc)
    Reparse point directs to the “root” of another volume
