Windows Update is trying to udate KB4571480 for VS2013 - which I don't have

Windows update is trying to install the following update and failing with error 0x80070643
“Security Update for the remote code execution vulnerability in Visual Studio 2013 Update 5 (KB4571480)"
I was able to determine the cause by trying to install the update manually from the Windows Update Catalog. Doing that clarified the error
The update is failing because | DO NOT have Visual Studio 2013 on my PC (I have VS2010. VS2015. and VS2019: but, not VS2013).
Note: I checked my system and I do have the VS2013 redistributables installed; but, this update is for VS not the redistributable.

I also tried using the Windows Troubleshooter and following the procedures on https:/iwww.howtoedge. com/fix-update-error-0x80070643-on-windows-10/

Note: After deleting the SoftwareDistributian folder Windows Update just downloaded it again and then failed the install again.

    To apply this security update, you must have Visual Studio 2013 Update 5 installed.

    If you don't have Visual Studio 2013, then you can ignore this update.

    I had same problem. I also had VS 2015 C++ redistributable installed. I installed vs14-kb4571481.exe which appears to be equivalent update for VS 2015 and it also successfully updated VS 2013 version of dxtex.dll which was triggering the update.
