Windows Update is trying to udate KB4571480 for VS2013 - which I don't have

Windows update is trying to install the following update and failing with error 0x80070643
“Security Update for the remote code execution vulnerability in Visual Studio 2013 Update 5 (KB4571480)"
I was able to determine the cause by trying to install the update manually from the Windows Update Catalog. Doing that clarified the error
The update is failing because | DO NOT have Visual Studio 2013 on my PC (I have VS2010. VS2015. and VS2019: but, not VS2013).
Note: I checked my system and I do have the VS2013 redistributables installed; but, this update is for VS not the redistributable.

I also tried using the Windows Troubleshooter and following the procedures on https:/iwww.howtoedge. com/fix-update-error-0x80070643-on-windows-10/

Note: After deleting the SoftwareDistributian folder Windows Update just downloaded it again and then failed the install again.

Hi,

To apply this security update, you must have Visual Studio 2013 Update 5 installed.

If you don't have Visual Studio 2013, then you can ignore this update.

Unfortunately I can't ignore the update. My IT group has indicated that the failed update is blocking some other SW deployments.

Do the systems have Visual Studio and/or VC++ redistributables installed?
I am a developer so I have VS2010, VS2015, and VS2019 installed plus several VS Redistributable packages (including VC++ 2013).

I am looking for a pattern.

The devices ive seen have VS 2015, and VC's from 2010, 2013, 2015, and 2017 one of them is triggering it. So im digging more into it as mine is coming from SCCM Deployment not just Windows Update

So this file is what is triggering it

C:\Program Files (x86)\Microsoft Visual Studio 12.0\Common7\IDE\Extensions\Microsoft\VsGraphics\dxtex.dll

If the version of this file is below 12.040689.0 then it will trigger to try and install. Which does exist for me for Windows 10.

Had the same issue today: KB4571480 was still approved in our WSUS and some of our servers came up with a request - only the Redistributable was installed there. Seems MS replaced the update with a newer version which doesn't trigger on the VS Redistributable.
Just had to decline the old update (wich was marked with "there's a newer version available"), no need to approve the new version, as our environment didn't request it (as it should be).

I had same problem. I also had VS 2015 C++ redistributable installed. I installed vs14-kb4571481.exe which appears to be equivalent update for VS 2015 and it also successfully updated VS 2013 version of dxtex.dll which was triggering the update.
