Seems its a pending reboot issue
The workaround is to clear the pending reboot flag on windows 11.
Windows 11 won't connect to Windows Home Server 2011
Hi!
I recently installed a fresh copy of WHS 2011 on my old desktop just for fun. I went to http://<servername>/connect and downloaded the software. When I run the software, it gives me this error:
Even though neither of these things are happening. I thought maybe I needed an update, but due to WHS 2011's lack of mainstream support, it fails when trying to check for updates.
I know it's not important that I get this working, but I did buy a product key for it, and it would be kind of cool.

2022-12-27T16:15:53.62+00:00 Unfortunately, Windows Home Server 2011 is no longer support and had stopped working back with a certain Windows 10 update. The successor to the Home Server line is Windows Server 2012 R2 Essentials.
