Cost by resource shows 'Nothing to display' even though I have VMs in the Azure DevTest Lab, why?

I have VMs in Azure DevTest Labs, however, the "Cost by resource" shows 'Nothing to display' (under the Cost track, Configuration and policies for each lab). I have owner rights on the subscription and labs. How do I view the cost for the resources in each lab?
