I have owner permissions in the current account, however i can't migrate an instance from Classic to ARM, i removed all the incompatible endpoints and extensions, not it says the instance is passed validation, but i get a permissions error.

I have a similar issue. My account has the owner role. The permission it says I need is Microsoft.ClassicStorage/storageAccounts/write. When I look at the effective permissions I am showing both an inherited owner role and a local owner role. I get this error right off the hop before validation.
