Can't add VM to backend pools of load balancers of azure stack hub

When I try to add 3 VM to backend pools of load balancers of azure stack hub, it can't work.
After press save botton, there were no any wrong information but running a long time...

If it failed, please share the error message from the Activity log. Also, check the JSON for detailed error messages.
Ensure that the VMs are created within the same virtual network (VNet) as the load balancer.
