Thanks for reaching out to us, I am sorry I have checked with product team, but Speech Service team do not apply VAD(Voice Activity Detection) in the SDK, like you said volume threshold.
Speech Service does process all audio in the service. There are no parameters to tune, like a threshold to decide which will be processed, which will not.
If you can provide more details about your scenario, I am happy to forward it to product team for future product feature request. I hope this helps.
