Are Windows Server and SQL Server licenses required for Azure Stack non-production environments? Does it work the same way as developer subscriptions in Azure?

The Microsoft Azure Stack Licensing Guide for end customers explains how to deploy SQL Server virtual machines on Azure Stack using SQL Server licenses that are acquired separately from Windows virtual machines. These licenses are subject to the Microsoft Product Terms.

For virtual machines that are not used for production purposes, you can use Visual Studio/MSDN subscriptions to meet the licensing requirements (which include the operating system and other software like SQL Server for the virtual development server). MSDN licensing is based on the number of users, so you need to restrict access to any non-production virtual machine through Active Directory user groups.
