All users unable to send and receive email after shut down the Exchange Server 2013

We are upgrading the Exchange server 2013 to 2019, but we already setup 1 new Exchange server 2019 and migrated all user mailboxes from Exchange 2013 to 2019.

Currently we are planning to decommission Exchange server 2013 but while in testing phase facing some issue all users unable to send and receive email (send email struck in outbox) after shut down the Exchange server 2013.

  • Exchange Server 2013 - Shutdown
  • Exchange Server 2019 - Running

If both Exchange servers is running, all users able to send and receive email without any issue.

    1. You can use nslookup to check if the DNS records are correctly pointing to Exchange Server 2019.

    1. You can try to use Get-Queue to view the mail queue, which will let you know where your mail is stuck.
    2. You can also check the Pipeline tracing logs, message tracking log and Protocol logg in your exchange server, which will allow you to understand the cause of the problem.

    Check your mail.domain.com internal DNS record. See if the mail.domain.com is still pointing to the old server or not.

    1. Have we tried in OWA ? Is it same issue in online & Cache mode?
    2. Is it same issue with New mailbox?
    3. What is connection status showing while email stuck.
