Hi @DuttaSoumitra-3800,

You will first need to in-place upgrade from SCOM 2012 SP1 to SCOM 2012 R2, after that you can in-place upgrade to SCOM 2016, and finally to SCOM 2019, however it will not be that easy. SCOM 2012 versions support different Windows Server operating system and SQL Server versions, you will need to ensure that you always run a supported Windows Server operating system and SQL Server version.
In your case, it might be easiest considering a side-by-side migration, in other words, install a new Windows Server 2016/2019 (preferably the newest) on the side, then install SCOM 2019 there, then migrate your agents, overrides & management packs.

Here's the system requirements documentations:

SCOM 2012 R2

Could you please let me know if Windows Server 2008 and SQL 2008 versions can be monitored with SCOM 2016 or 2019?

Yes they can be monitored, although SCOM 2019 does not officially support monitoring of SQL Server 2008/2008R2 / Windows Server 2008/2008 R2.

SCOM 2019 compatible with BSM/OMI 9.23 version as currently SCOM 2012 SP1 is integrated with BSM.OMi

You will have to ask that from the vendor of the management pack.
