there mentioned if you require 18 version of edge legacy web driver you have to run the below command in cmd.
DISM.exe /Online /Add-Capability /CapabilityName:Microsoft.WebDriver~~~~0.0.1.0
But it's not working. so how can I download this.

You just said it is not working. Can you please provide more information about the issue? It can help us to understand the issue properly.
I try to test the command on the Windows 10 machine and I am able to download the Edge legacy web driver.
Please check following points may helpful to you.
1. Make sure you run the command prompt as an administrator.
2. Try to enable the Developer mode and then try again. Go to Settings > Update and Security > For Developer and then select “Developer mode”.
3. Make sure that you have enough rights to download and install the web driver on that machine.
If you are getting any error then please try to provide detailed error message may help us to understand the issue in a better way.
