On Windows 11 for some of our users in China and India, we have received reports that the MapControl does not load completely, is there a particular reason why this might be occurring ?
In particular, MapControl.LoadingStatus gives MapLoadingStatus.DataUnavailable and does not completely load to .Loading nor .Loaded.
The users have valid internet connectivity since they see other data being downloaded that the app uses.

Yes, the app is a UWP app called Satellite Tracking.
Yes, the app downloads data files just fine from the internet.
User also has internet access, just downloading the app, plus can use Bing.com maps, e.g.
As documented, https://learn.microsoft.com/en-us/uwp/api/windows.ui.xaml.controls.maps.maploadingstatus?view=winrt-22621 it means it is unable to get the map data. Can you tell us more about what is happening when the calls fail? Could they be in an area of low connectivity? Does the Windows Map Application have a similar tile starvation experience at the same time the Satellite Map is failing??
@IoTGirl For these users, the connectivity seems to be just fine. They can download other internet data from the app AND can use bing.com/maps just fine.
For one of the users, the map can toggle into Mercator, but when going to Globe, the globe does not render.
Can you please clarify the difference between "Globe" and "Mercator" in this context? All of our tiles are "Mercator" do you mean street versus satellite imagery? Could they have a firewall that is blocking tile access? They need to be able to get to *.virtualearth.net or they will only be using the local tileset.
Bing maps hase 3 globe modes making a round looking earth as compared to the flat mercator project.
I will ask them about the firewall and *.virtualearth.net.
Does the globe mode use a different site, or does it just load tiles from said site and transform them ?

Hi Karl, the map control needs the same base map data to render. The main difference between the two projections is the math used to transform it. The control might request some additional 3D data or tiles (e.g., aerial imagery), but that mostly depends on the style.
Regarding the loading issues, the reported status indeed seems to indicate that the control is unable to get all the map data it needs. Besides what @IoTGirl suggested, it might be worth asking the users to reset their caches.
Both customer's firewall is not causing the issue, they even turned the firewall off and issue still occurred. I will now ask them to do the above items Pablo suggests.
Pablo, one of the users tried bullet #1 and it did not help. They then said bullet #2 item was grayed-out. I have asked for a bitmap from them.
For #2, maybe try to download maps for a small region first then try the "Delete all maps" option.
Pablo, do you mean from the app Satellite Tracking or something else ? They both have tried using the app moving around. And, the other has use bing maps website.
I meant that as a workaround for #2 where the option was grayed out for the user. This is related to my earlier comment regarding the button that clears the shared cache:
Note that there used to be a "Delete all maps" option in previous OS versions, but now the "Delete all" option is only available after the first downloaded maps.
Pablo, please clarify "how to download map for a small portion?"
Just go into Windows > Apps > Settings > Offline Maps and choose somewhere small like "Africa > Seychelles " 39.3 MB and download it. Then come back and "Delete all maps" on the same page.

Try getting satellite tracking application data from the github or https://store.rg-adguard.net/ and see if windows protection policies are not doing that to the components of the application
The user simply did something and you never really have full control over that
