Why can't I change the custom permissions on the security tab of my "internet options" as an admin of my own account?

The problem that I have occurs when trying to change the custom permissions in the Security tab of the "Internet Options" area of my PC. I need to be able to make changes here in order for Adobe Creative Cloud to work on my PC, because I keep getting a message that reads, “JavaScript is disabled.  Please enable JavaScript and try to sign in again.”

When I attempt to change the custom permissions, to enable active scripting, I get a message that says, "Some settings are managed by your system administrator."

I have ensured that I am logged in as an admin. I have created a second user profile and assigned it admin rights, too. I have tried using both log-ins with the same results.

I am using Microsoft Edge on a Windows 11 machine. I have installed a fresh image of Windows 11 and checked for updates. I have disabled my virus software, removed Bitdefender, disabled Chrome extensions, and disabled ad blockers.

I've ensured that JavaScript is enabled in my Chrome, Edge, and Firefox browsers, but the messages continue.

A tech at Adobe, who had me download an older version of the Creative Cloud software (and run a cleaning tool) tells me that it's a permissions issue on the Microsoft end.

A Microsoft tech suggested I try checking the Group Policy Editor by typing "gpedit.msc" into the Run dialog box, but that returned another error message, "Windows cannot find 'gpedit.msc.' Make sure you typed the name correctly, and then try again."

I suspect that there is a problem related to the compatibility of Microsoft Edge, but I am at a loss at how to move forward.

I've seen quite a few people complaining about these issues, but I have not seen anyone explain how they revolved it.

    Is this machine part of a domain? If yes then I would lean towards it being the Group Policy.

    You can try running PowerShell as admin and then running "rsop" which is Resultant Set of Policies which will show you which (if any) group policy objects are being pushed to you. It will also show if Local Security Policies are in place. You should be able to edit those with the Local Security Policy application if those are the problem.

    You can also check/edit the registry directly with regedit if you find which setting specifically you need.

    All of that is assuming that the IE settings are being used by Edge. If you open Edge and enter "edge://settings/content/javascript" in the url you can check to see if it is allowed in Edge itself.

    • Please open "edge://settings/content/javascript" this url in Edge and make sure if it is enabled.
      You can also enter "edge://policy/" in edge, and check if there is DefaultJavaScriptSetting enabled. 
      If the user configures this setting via group policy editor, the settings configured via UI will be override.
    • You can use group policy objects (GPO) to configure policy settings for Microsoft Edge and managed Microsoft Edge updates on all versions of Windows. please refer to Configure Microsoft Edge for Windows with policy settings | Microsoft Learn.

    This is the solution that ultimately ended up working.

    I created a new user profile, gave it admin rights, and logged in as this new user.

    From there, I went into the settings on my Edge browser and enabled Internet Explorer Mode. I tried this after coming across the following article, which made me think that it might help with my issue:

    Then, with Internet Explorer Mode enabled, I again downloaded the Creative Cloud Desktop Installer app and was able to open it without any issues!
