Open License Registration Failure.

Hello!
Could you please advise why I cannot add the following licenses in the cabinet?
License ID: 87410446 Authorization Number: 01871367ZZS2012;
License ID: 87410447 Authorization Number: 01872416zzs2012.

Message: The Add Open feature has been disabled for this license. Please work directly with the Open License Administrator for this license to request access. Administrators can see how to do this at VLSC FAQ How do I add a new VLSC user. Our Customer Support team cannot enable Add Open functionality for this authorization / license number combination.

Hi all, 2 years on and the problem still exists. I have exactly the same problem

Our company has at least two seperate VLSC accounts thanks to have more than one reseller over the last 40 years of existence.
I don't believe we can be the only people in this situation.
Due to the deprecation of Microsoft Accounts on VLSC login we are forced to have licenced work accounts for each instance of VLSC.
It is a rather expensive use of office basic licences for me to be able to get into each of these old accounts without granting access to other people and sharing their passwords with me (SECURITY RED FLAG)
I am therefore trying to migrate all the licences under a single VLSC instance with a single VLSC login account.

OK so I understand about requesting authorisation from one account and approving it on the other, did that and when I try to add the licences in the other account I get this message.

We suggest that you should contact Volume Licensing Service Center to check the issue.

If they could not help, please contact Microsoft Customer Support and Services to raise a ticket to resolve the issue.
