You'll need to connect to internet at least periodically.

Visual Studio Community is free without a trial period. However, you must sign in periodically to keep your license up to date.

Unfortunately, all of these options require you to be able to get past the application's splash, so that you can access "File" in the menu, and you can't do that if you're having a license issue.
