Azure Cache For Redis Memory and CPU usage

I am using redis on Azure side and even though redis is empty it is using 100 mb memory and 88% cpu. If I try to connect, it automatically gives connection error. Am I making a mistake while creating redis?

I am hosting Azure Cache for Redis in the West Europe region. Additionally, I am experiencing wait times of up to 40 minutes during reboot or restart operations.

@ihsan aslan I suggest raising a support case to investigate further as we need cache name and more details.
