Azure Stack Hub - Unable to Deploy Custom Image

Running on Azure Stack Hub, I have taken a Marketplace RHEL 8.3 image, upgraded it to 8.7 and stigged it. I then de-provisioned/generalized the VM with the Azure waagent tool. I captured the image using the Azure portal. I was able to create a VM off of the image with no problems. Now, when I try to create more VMs off of the image.....either using Terraform or thru the portal, I am not able to. Here is the error that I am getting:

<vm name> cannot be created from Image '/subscriptions/<subscription id>/resourceGroups/<resource group name>/providers/Microsoft.Compute/images/<image name>' until image has been successfully created.

Obviously the image exists. I can see it in the portal under 'Images'. And, as I said before, I was able to create a VM off of it previously. Could this be a access issue? I have pretty much opened up all of the access controls.

Not sure what else can be done. Any help is appreciated.

How did you make the image available for users? Can you give me a screenshot of the VM creation failing in the portal?

@deherman-MSFT I ran the de-provisioning command (waagent -deprovision+user), exited out of the VM, stopped the VM in the portal, and then captured thru the portal. This process makes the image available in the "Images" portion of the Azure Stack Hub portal.

Unfortunately, I am working on a classified network and would not be able to provide a screenshot.

One thing that may be the issue is that Microsoft's process of capturing and saving the image does not provide the "Plan Information" for the image. This is noted here and I found out after I posted: https://learn.microsoft.com/en-us/azure/virtual-machines/workloads/redhat/byos#additional-information

The plan information is supplied in the following which I believe the portal capture process is not doing:

az vm create –image \ "/subscriptions/GUID/resourceGroups/GroupName/providers/Microsoft.Compute/galleries/GalleryName/images/ImageName/versions/1.0.0" \ -g AnotherGroupName --location EastUS2 -n VMName \ --plan-publisher redhat --plan-product rhel-byos --plan-name rhel-lvm87

As to why I was able to create a VM off of the image initially and then not later, I do not know why. Feel like there may be a process running on the stack hub that monitors for new images and tags them or validates them......just guessing. If you have any ideas on this, I would love to know.
