Azure Stack Hub - Unable to Deploy Custom Image

Running on Azure Stack Hub, I have taken a Marketplace RHEL 8.3 image, upgraded it to 8.7 and stigged it. I then de-provisioned/generalized the VM with the Azure waagent tool. I captured the image using the Azure portal. I was able to create a VM off of the image with no problems. Now, when I try to create more VMs off of the image.....either using Terraform or thru the portal, I am not able to. Here is the error that I am getting:

<vm name> cannot be created from Image '/subscriptions/<subscription id>/resourceGroups/<resource group name>/providers/Microsoft.Compute/images/<image name>' until image has been successfully created.

Obviously the image exists. I can see it in the portal under 'Images'. And, as I said before, I was able to create a VM off of it previously. Could this be a access issue? I have pretty much opened up all of the access controls.

Not sure what else can be done. Any help is appreciated.
