Created a new Ubuntu VM small size, Upgraded to Jammy then reboot failed to complete

Created a new Ubuntu VM small size.
Did normal upgrade, worked fine. after reboot was advised that a system upgrade was available. Upgraded to Jammy then reboot failed to complete.
Please advise.
