Branch cache feature on WSUS server gets auto enabled

I am trying to un-install Branch cache option on one of WSUS server, but it is being auto enabled.
verified in GPO but did not find any which is setting it on.

we did it on couple of other WSUS servers without any issues, we have only one server behaving weird.

    there was a DSC in azure enabling Branch cache on servers is the root cause.
