I have setup an Elastic Premium function apps (EP1) in East US region. Also the function app is integrated with a virtual network.
Is it possible to configure this function app as a traffic manger endpoint?

Traffic Manager can accept anything with a DNS / public endpoint. I cannot find any specific qualifications for Elastic Premium Azure Functions, and you should be able to add it as an 'Azure Service' with target endpoint type of 'App Service'. If not, you can add it as an external endpoint using the FQDN.
