The "other" category represents resources that are not evaluated by the policy. However, you can use the "Disabled" effect in Azure Policy to exempt resources from a policy. When you assign a policy with the "Disabled" effect, the resources that match the policy are marked as compliant by default. You can also use the "AuditIfNotExists" effect to mark resources as compliant if they do not exist. This can be useful if you have resources that are not required for your compliance goals.
