At this moment, Azure Managed Grafana Upgrade from 9 to 10 is currently unavailable and the product team has confirmed that it will be available in the next couple of months. What you can do right now is you need to create a new Managed Grafana instance with version 10 and migrate their dashboards over or else you can wait until the upgrade is available.
