Any one can answer for the following if a end customer bought Microsoft Windows Server 2022 Standard 16core license (P73-08328) (Qty 22) which will be installed on Virtual Machines on HCI (Hyper Converged Infrastructure ). In case of any failure of any host the virtual machine can move to any of the server hardware with available resources within cluster as well as can move to the DR Site as well
