face APi with Limited Access Services

I work in a company and am trying to use face APIs services. I need to compare two images so i must use the face ID. I'm asking if I need to register in Azure AI Vision Face API Recognition Limited Access form to use this feature

    Customers and partners who wish to use Limited Access features of the Face API, including Face identification and Face verification, are required to register for access by submitting a registration form .

    After you submit this registration form, we will review your application and respond in approximately 10 business days. Some applications may take longer than 10 business days for a final decision.
