Hello, It seems I'm not the first one having this issue, but I need you to shed some light on my situation as I seem to be running in circles for the past 24 hours.

The premise is simple: submit a new app to the partner center.

In order to do so, I need to provide a package URL. In order to sign a msix package, I need to a package/identity/name. In order to get that, I need a package. You see the circle here, so I created an package with a placeholder name and made that available for download on azure file server:
https://rtiappsa.blob.core.windows.net/builds/1.0/excel_reader.msix

As you can see, it matches the requirements of starting with https:// and it includes a version number. But then, regardless the browser I use, this url is rejected. So please tell me through what hoop I need to jump to get this to work. Thank you for your time
