I'm so confused trying to sign up for an individual/hobbyist partner account

I'm trying to enable Dev Mode on my retail Xbox Series S console. The Dev Mode App directed me to Partner Centre. But I it's a dead link (I assume it's a permission thing). I tried following the learn articles becoming a partner with an individual hobbyist licence for $29. When I follow the registration link it gets stuck in an infinite login loop. So I tried following another learn article that said I need to add myself to a new tenant in Azure. So I signed up for Azure and created a net tenant and then tried again. But to no success. I still get page not found in partner centre and developer registration links don't work still. Can you please help me, I'm so confused why this is so difficult.

    If someone stumbled upon this I finally figure it out by pure luck. A partner centre page finally load and indicated I needed a outlook.com email address to be able to register for the creative developer program. And couldn't us a Microsoft account with a different domain. Creating a outlook.com email got me in and I was able to finally give Microsoft my money 😔
