Why azure function consumes more RAM after scaling up App Service Plan?

Hello!
I have App Service Plan for my Function Apps with 14 function apps in it. App Service Plan is Elastic Premium 1 with 3.5 GB RAM. During usage of EP1 each function app consumes ~140 Mb of RAM so I decided to scale up from EP1 to EP2. After scaling up my function apps started to consume up to 170-180 Mb of RAM.
Could you please explain the reason why consuming increased?

Also, it is necessary to add that function apps are clear and no code has been deployed so any computing hasn't been performed.

Each function app has only one instance. Scaling is disabled
