Which Cloud PC or VM is enabled for nested virtualization ?

Hi, I am looking for remote desktop solution for my remote employees and tried to set up cloud PC windows VM with nested virtualization (to be able to run Docker with DDEV). But always getting
following errors

WslRegisterDistribution failed with error: 0×80370102
Error code: Wsl/InstallDistro/E_UNEXPECTED

I assumed Microsoft disabled nested virtualization capabilities.
My question is how can I setup windows VM with nested virtualization capabilities where I can install and run Docker and DDEV in it.

While not all VMs are hyper-threaded and capable of running nested virtualization, there are many different options to choose from:
