Unable to generate project key in Azure migrate

I'm unable to generate a project key in Azure migrate. It just says checking prerequisites and nothing else happens. I have contributor rights and had someone with owner permissions try as well with no luck.

    I understand that you are unable to generate a project key in Azure migrate. This could be permissions related issue. Only owner permission is not enough. You need the following permissions assigned to an Azure user account: https://learn.microsoft.com/en-us/azure/migrate/tutorial-discover-vmware#prepare-an-azure-user-account

    Note: The Azure user account that was used to sign in from the appliance configuration manager should be the same user account that was used to generate the Azure Migrate project key on the portal.
