Has this issue been occurred only recently? Have you performed any specific operations before it?

For this errors, here are some general workarounds I know:

• Reset Navgation pane Corrupted Navigation pane may cause you couldn't open the Outlook, please try to reset navpane and restart your Outlook to test(Windows +R>type "Outlook.exe /resetnavpane">enter)
• Run in safe mode Some Add-ins or custom items also may cause your issue, please try to restart your Outlook in safe mode(Windows +R>type "Outlook.exe /safe">enter)
• Repair your data file If your issue still exists, it may be related to your corrupted data file, please try to repair it to test.
• Quit Lync or Skype for business Based on my research, if you are using Skype or Lync, the issue may happen when Skype for business starts before Outlook does, so it's suggested to right-click Skype for Business in the taskbar and select Exit to shut it down, then try to open Outlook, and restart Skype if Outlook could be opened now.
• Clean boot Windows In order to avoid the interference of other programs that may cause this issue, please try to perform a clean boot in Windows and restart your Outlook to check.

I've followed all of your recommendations; however, nothing has worked. I've even went one step farther and tried system restore, which also hasn't worked.

cannot start outlook at all safe mode etc... reinstall office nothing
