Viewing Email from a Conditional Access account

When sending emails from an account with a conditional access policy in place to block downloads onto non-company devices the recipient is unable to view the email/message, nothing appears but a note at the top of the supposed message saying that their are blocks in place. I am attempting to block downloads onto non-company devices with conditional access policies but this is not even allowing a user to read the email. The recipient of this type of message gets access to nothing. Is it something in the conditional access policy enacted on the recipients email? Or how can I keep my policies in place but allow emails to be received by recipients?
