@Tim-9458 Apologies for the delay in response and all the inconvenience caused because of the issue.
Can you check if you have activate shared computer usage of O365 with this DSVM. You can look at the details of shared computer activation for O365 here.
Also you can check which OS you are using if it is Windows or Linux since as per this article Organize & present results for Microsoft Office ProPlus with shared activation: Excel, Word, and PowerPoint are not available for Ubuntu.
This guide might be helpful as well to troubleshoot your issue.

Why should I check? The vm is advertised as "DSVMs are Azure Virtual Machine images, pre-installed, configured and tested with several popular tools that are commonly used for data analytics, machine learning and AI training"
I just want to use excel but it has Licensing issues, and as you can see is not ubuntu:

I was asking you to check the activation part since as per troubleshooting guide here This error means that you don't have an Office 365 (or Microsoft 365) plan that includes Microsoft 365 Apps and that supports shared computer activation. Therefore, you can't use shared computer activation.
Yes you are completely right DSVMs are Azure Virtual Machine images, pre-installed, configured and tested with several popular tools that are commonly used for data analytics, machine learning and AI training so let me reach out to our internal team and check their inputs on same.

I don't understand, why should I perform any checks... I would do it if I have paid for a regular vm , I paid for the DSVM, which has everything pre-installed and configured... as of now I can only use Powerbi, both Excel and VS show licencing issues... I look forward to your answer.

I had discussion with our team internally and below is their response:
The machine comes pre installed with Office, but it requires BYOL (bring your own license) M365 license. Office will not work fully without activating your M365 license. Customer needs to have an existing license that they activate to use Excel.
