It is impossible to get a person to help you at MS anymore

Question

I keep getting a bill and paying for a subscription to visio that I am unable to access and I am unable to see the bill. When I try to just puts me in login loops and none of them work.
I have been trying to fix this for months and I am finally fed up and want an answer.
I call the number on the invoice and all it is now is a voice that sends me in a loop and doesn't actually help before hanging up.
