I created a resource group under Free trial. Since i was not getting this in the language studio, deleted the resource group. Now I am not able to create another new one under F0 price tier. only S is appearing. I am getting a message. 'he free tier (F0) for this resource type is already being used by your subscription, therefore it will not appear in the dropdown below.

Looks, it is taking more time to refresh and get the resource name in the dropdown list in the Language studio. Finally I got the resource name displayed for selection.
Sometimes, the system needs time to process the deletion and reset your quota. This could take from a few hours to a full billing cycle, depending on Azure's internal processes.
Review the Azure documentation or the service-specific limits for the free tier. It's possible there are restrictions on how quickly you can reuse the free tier after deleting previous resources.
If the issue persists and you believe it's an error or if you need more immediate access, contacting Azure Support is a viable option. If you're on a free trial, you might have limited support options, but it's still worth trying, especially if there's a possibility of a glitch or misunderstanding regarding your quota usage.
I also got an option to recover the deleted resource group through Manage deleted resources option in All Azure AI services
