Does Microsoft impose restrictions on newly created accounts?

So I bought the SC300 exam voucher and I created an azure free account for learning purposes and then I tried activating Microsoft Entra ID (previously azure ad) p2 premium free trial as instructed by the Microsoft learning platform, but when I try to OR even try buying a license I keep getting the same opaque error messages, it's either:

- "please try again in a few minutes we are unable to complete verification check on your payment method"

Or

- "something wrong happened we need more information from you please submit a support request"

I contacted support countless times and had live session with a couple but they seem more lost than me, but the thing is I've seen tens of people recent and old with the same issue and in one of them someone said "Microsoft sometimes puts newly created accounts on lockdown so you just need to contact the right employee to remove that lock"

So is that really the issue or it's something else?
