Need sandbox for learning

I am currently doing the MS-900 Microsoft 365 Fundamentals: Describe Microsoft 365 apps and services training and in the first module "Explore Microsoft 365 tenant" it asks us to join the Microsoft 365 developer program. Once I do this I get the message "Thank you for joining. You don't current qualify for a Microsoft 365 Developer Program sandbox subscription." Is this an error of some sort? I cant continue learning without the sandbox as the instructions have instructions for a sandbox
