Multiple Patches are showing as Pending reboot

We have few machines where, we are having issues installing the latest month patches, currently the machines are showing pending reboot for the latest cumulative update for past 6 month, even after multiple reboot it still having same behavior.

Performed,

dism /online /cleanup-image /restorehealth and sfc /scannow still same issue.

When checked CBS.log we found this error coming constantly.

    Based on your description, this issue may be related to the service stack update.

    Have you installed the latest servicing stack update? If not, try to install.

    Win10 latest servicing stack update is KB5035966, try downloading it manually in Microsoft Update Catalog.
