In SSRS 2019 Can you change the background color of the Parameters pane?
It is defaulted to white. I have been unable to find anything about it in the Branding or the SSRS Report Builder information.
I am not finding this option in Branding or SSRS Report Builder.

The Parameters pane is part of the viewer side of the report, not the report itself. So the question is what viewer are you trying to use: WebForms, Web, WinForms, SSRS UX, etc?

You cannot customize the styling of the viewer built into SSRS. At least officially. Unofficially you could go to the SSRS web code and update the CSS that it uses to style the UX. Then all the reports would use that new styling. However I've never tried it with the updated UX so I don't know if it is still possible and what it might impact.

I think you need to use the branding feature of SSRS to make official changes. That process is documented here but I cannot answer how well it works as I've never changed it myself.

I have changed every item in the Branding JSON file , it did not affect the Report Parameter layout color.

You can confirm this but the ParametersFrame CSS class is what is used to style the parameter pane. Go into the browser's F12 tools, select the parameter pane and set the background color of that to something else. Does it update correctly?
You should be able to adjust the CSS files (or branding CSS) to make this same change. Again, haven't ever tried the branding files.
I took a quick look in my SSRS 2022 version and the pane has a CSS class of ParametersFrame. However the CSS files are no longer available with the updated web portal so branding is the only option. My understanding is that the branding functionality is very limited so if you aren't able to adjust the CSS to include the background-color attribute for the CSS class then it doesn't look like there is any other way to accomplish what you want.

it was a nice to have, as it doesn’t stand out to immediately catch the eye to fill out the parameters.
