when we open some Application in our Computer it gives us this problem (This App has been blocked by System Administrator) in Domain Network, Why occurs this problem and how to solve it.

Overall a computer for a corporate/organization is often configured/monitored centrally and with strict policies on what things you can install/run to ensure information security. So hope this isn't a total surprise to you.
I am Damain Administrator but I don't diagnose the problem, Actually I Don't know Why This Problem Occurs to Solve it.

You might open up Group Policy Editor and check for any AppLocker or Software Restriction Policies that might be applied and causing such issues. There can also be other third party products.
Since you are the domain administrator and not sure how to diagnose, I suggest you open a support case via https://support.microsoft.com so that someone there can guide you through the process.
