Is this a domain joined machine or azure joined workgroup device.
If domain joined , connect to a network where you have line of sight towards your DC and run slmrg commands

If azure joined, you can reach out your azure tenent administrator to assign licence

Hello,
First, check the type of license installed on your system.
Open administrative Command Prompt.
Type slmgr /dlv and press Enter key.
Note the Product Key Channel section Windows Script Host box:
If it mentions OEM <method>, you’ve OEM license installed.
If it says Retail, you’ve retail license installed.
If it mentions GVLK, VOLUME_<method> then you’ve volume license installed. Note that GVLK stands for Generic Volume License Key.
Retail license users facing this issue, run Activation troubleshooter:

Contact Microsoft Support or license vendor, if issue still persists.
In case if it reports that you've volume license installed, then it is not a valid license to be used by end users (correct me, if your system is part of organization).
In this case, you need to buy genuine license for your Windows 10.

To help you better, please provide more detailed information about this issue, such as what key you used, Retail, OEM or VL and what activation method do you use?
Run slmgr /dlv command to check and provide the information. Do you use the troubleshooting option in Activation Setting? Have you met any error?
Please perform the steps mentioned below and see if it helps.
Please try to reset the licensing status and activation state of the machine by using the command below to check:
a: Press Windows key + X.
b: Then click Command Prompt(admin)
c: Now type the following command and then hit enter
slmgr -rearm
d: Now restart the computer.
