Connection monitor stuck in indeterminate (test not running) between on prem machine and vm in azure

So I have an on premise physical machine and I want to monitor the connection between that machine and virtual machines that are in azure that the machine is supposed to be able to connect to. We have our on premise network peered with our azure cloud network.
I have added the agents but when I go to connection monitor, I cannot get a test to work. I have tried TCP and HTTP test but I keep getting it stuck in indeterminate.

I just realized that my virtual machines are located in the USWest3 region. I know network watcher it not supported in West3 region. is this the cause?

    I understand that you are trying to configure a Connection Monitor with OnPrem Agent.

    Can you specify what exactly is the issue?

    • Is the OnPrem EndPoint not available from the drop down when you select Non–Azure endpoints tab?
    • I take it that this is the case, if not, please let me know.
    • Can you confirm if the following steps are done?
    1. Install Log Analytics agent on Windows computers
    2. Enable the Network Performance Monitor solution for on-premises machines
    3. Enable Network Watcher on your subscription
    1. Make sure both Firewall and Proxy requirements are met

    Can you please share a screenshot of successful verification from your OnPrem device like above?
