This is an expected behavior if there is no quota available in the specified region.
I'm also seeing the same issue in East US2 region.
I would suggest you choose different region or model for successful deployment.
Please note that model availability varies by region. See Model summary table and region availability for more details.
Incase, if you would like to deploy in the same region, as mentioned in the error message, you can either increase or adjust the quota.
You can view the quotas page for more details. Quota increase requests can be submitted from the Quotas page of Azure OpenAI Studio.
If it is full, please click on the Request Quota link to increase the quota.
You can also apply for a quota increase through this form.
Please note that due to overwhelming demand, we are not currently approving new quota increase requests. Your request will be queued until it can be filled at a later time.
