Troubleshooting adding an external App Admin to IoT Central/Azure

Hi, I'm the Azure admin for our company, and I'm trying to add an external developer who isn't part of the company on our 365 account.
I followed the steps in the help center and tried a few different things (to add him as an App Admin in IoT Central), but nothing worked. He got an email invitation to join our Azure, but he can't see the apps that I have given him access to.

Do you have any idea what the problem is? The only difference between the other users and him that I can see is that he doesn't have an Object ID (in the user's list).

When you invite an external user to an IoT Central application, the application doesn't appear on the https://apps.azureiotcentral.com/myapps page until they sign in to the app for the first time.

According to https://learn.microsoft.com/azure/iot-central/core/howto-manage-users-roles:

When you invite a new user, you need to share the application URL with them and ask them to sign in. After the user signs in for the first time, the application appears on the user's My apps page.
